Home and Community-based Services (HCS)

HCS is a Texas Medicaid waiver program for eligible people with intellectual disabilities or related conditions. Services are delivered in community settings and shaped by the person’s authorized plan, choices and goals.

Services may include

  • Residential support and supervised living
  • Host home/companion care
  • Supported home living and respite
  • Nursing, therapies and behavioral support
  • Employment, adaptive and transition supports

A broader range of community supports

HCS can support a person living with family, in their own home, with a host home/companion care provider, or in an eligible three- or four-person residence. The right arrangement depends on the person’s preferences, assessed needs, authorized service plan and current availability.

Aba Healthcare Inc. begins with a careful conversation about daily routines, communication, health and safety needs, relationships, community participation and what a good life looks like to the person—not with a one-size-fits-all placement.

Choosing or changing an HCS provider

An individual or legally authorized representative has the right to choose a provider. Families may interview Aba Healthcare Inc. directly about capacity, staffing, residential compatibility and service delivery before making that choice.

If the person selects us, the service coordinator leads the required transfer or enrollment process. We participate promptly, exchange required information and prepare for continuity, but an inquiry is not an authorized service start.

HCS residential and non-residential services

Residential services are only one part of HCS. A person may receive supported home living, respite, employment support, nursing, therapies, behavioral support, adaptive aids, minor home modifications and other authorized services while living with family or in their own home.

Private-funded residential inquiries are also welcome. Acceptance depends on the person’s needs, a suitable opening, the funding arrangement and all licensing and regulatory requirements that apply to the setting.

Can I call before choosing Aba Healthcare Inc.?

Yes. Individuals, families and LARs may call us directly to ask about services, staffing and current capacity.

Can an enrolled person change HCS providers?

Yes. The individual or LAR chooses the provider, and the service coordinator facilitates the formal transfer.

Does HCS include group homes?

HCS includes residential support services and supervised living in eligible small community residences, along with host home/companion care. Families often use the everyday term group home for some of these settings.
